Mangaung vermors 13 miljard liter water

Swak instandhouding deur die ANC in Mangaung (Bloemfontein) het daartoe gelei dat die metro verlede jaar meer as 13 miljard liter water verloor het weens lekkasies wat nie herstel was nie.

Dit is luidens ‘n antwoord op ‘n VF Plus-parlementêre vraag (onderaan verklaring) aan die minister van water en sanitasie, Gugile Nkwinti.

Anders bereken, vermors die metro meer as 36 miljoen liter water per dag. Die waarde van die water wat verlore gegaan het, beloop volgens die metro se eie tariewe meer as R233 miljoen.

Terwyl die sentrale streek sukkel om van die afgelope paar jaar se droogte te herstel, het belangrike waterbronne in die tydperk weens swak herstelwerk verlore gegaan. Gereelde watertekorte is ook in 2018 in die metro ervaar weens vervalle waterinfrastruktuur en gereelde wanbetaling aan die waterverskaffer, Bloemwater.

Mangaung-metro-munisipaliteit is die grootste watervermorser terwyl vuisvoos betalende inwoners aanhou opdok aan bykomende heffings om water te spaar.

Indien die metro aanhou om self water te mors deur nie lekkasies te herstel nie, sal sy planne om waterbronne uit te brei, van die begin af ‘n mislukking wees. Die metro sal net meer water hê om te mors.

Die VF Plus neem verder kennis van Nkwinti se antwoord dat ‘n verlaging in die droogtebesparingsheffings (van 20% na 15%) regverdig word na verbeterde damvlakke in Mei 2018.

Die VF Plus sal die metro versoek om die droogteheffings aan te pas om verligting aan vuisvoos inwoners te bring deur ‘n mosie in die verband in die raad in te dien.

Die VF Plus sal ook versoek dat daar dringend ‘n oudit gedoen word op die metro se waterpypleiding sodat daar vir dringende instandhoudingswerk begroot en beplan kan word.

Die tyd het aangebreek dat die ANC verantwoordelik gehou word vir sy mislukkings in die Vrystaat.

Kiesers het in vanjaar die geleentheid om terug te slaan en die krane vir die ANC se vermorsing toe te draai deur te stem vir beter omstandighede in veelparty-regerings, waarvan die VF Plus reeds deel is en suksesse behaal. Die VF Plus wil ook dieselfde sukses na Mangaung en die res van die Vrystaat bring.

3513. Mr W W Wessels (FF Plus) to ask the Minister of Water and Sanitation:
(1) What are the current water levels of the dams that supply water to the Mangaung Metropolitan Municipality;
(2) how many litres of water were lost during the 2017-18 financial year in the specified municipality as a result of leakages,
(3) whether he has found that the levels at the specified dams justify changing the current water restriction level; if not, why not; if so, what are the relevant details;
(4) whether he will make a statement on the matter? NW4088E

THE MINISTER OF WATER AND SANITATION

(1) Refer to Annexure A for the current water levels of the dams that supply water to the Mangaung Metropolitan Municipality.

(2) The Mangaung Metropolitan Municipality has lost 13 334 248 000 litres of water during the 2017-18 financial year as a result of leakages.

(3) The Caledon-Modder Water Supply System that supply water for the Mangaung Metropolitan Municipality experienced significant drought conditions from around 2015 until 2017 seasons. Although the situation has improved a bit, drought conditions are still lingering into this 2018 season. Hence, some good inflows came into the dams of the system, easing the critical state of total dams’ storage from about 44% in May 2017 to about 57% in May 2018. May is the decision month for the system. Therefore, following the 2018 Annual Operating Analysis, the new system storage level justified changing water restrictions from 20% to 15% level.

(4) The Department held a Stakeholders Operation Forum (SOF) meeting, which involve water users from the system, in Mangaung on 4 October 2018, where results of the annual operation analysis, including the new restriction levels, were presented. Publication of a gazette notice for the new restriction levels is being processed.
