Declaration of Region 4 (City of Tshwane) as a local state of disaster due to widespread sinkholes

We the undersigned, hereby petition the Speaker of the City of Tshwane Council as follows:

1. That the City of Tshwane APPROVES the declaration of Region 4 as a Local State of Disaster in accordance with the Disaster Management Act (Chapter 5, page 75, act 55 – Declaration of Local State of disaster).
2. That the declaration of Local state of disaster be noted and entered into the Provincial Gazette.
3. That the MMC for Human Settlements, MMC for Utility Services and MMC for roads and transport jointly table a comprehensive audit of all sinkholes and their causes in Region 4 within 14 working days.
4. That emergency budget allocations be approved for immediate risk mitigation, including geotechnical assessments, community safety interventions, and infrastructure repairs.
5. That the Executive Mayor urgently engages with the Gauteng Provincial Government and National Treasury to secure additional funding for long-term infrastructure replacement, especially of the asbestos piping network which is the root causes of the by-product of sinkholes.
6. That a feasibility study be done on the cost needed to repair all sinkholes once the dilapidated infrastructure is repaired.
