Mangaung Metro tables unrealistic copy-and-paste budget

The FF Plus did not support the 2020/2021 budget that was tabled to the Mangaung Metro council (Bloemfontein, Botshabelo, Dewetsdorp, Mangaung, Soutpan, Thaba Nchu, Van Stadensrus, Wepener) via a virtual platform yesterday.

The ANC in the Mangaung Metro Municipality's copy-and-paste approach to drawing up a budget has finally caught up with it. The entry fees for both the Arthur Nathan swimming pool and the zoo will increase with 10% even though these two institutions no longer even exist.

The proposed tariff hikes for the Mangaung Metro are as follows:

Assessment rates (on average 4,9%)
Water (on average 9%)
Electricity (on average 4,6%)
Sewage services (on average 8,5% for residential and 8,85% for non-residential properties)
Garbage disposal (on average 8,09%)

These proposed tariff hikes and the projected revenue based on these increases for the new financial year are not feasible. The only outcome will be an increase in the enormous debtors' debt of approximately R7,4 billion because residents will not be able to afford the new tariffs.

In the context of the Mangaung Metro's current financial position and the economic impact that the Covid-19 pandemic has on its residents, the Metro is failing to meet its residents halfway by aligning its tariff increases with inflation.

Public participation and inputs clearly carry no weight in this budget seeing as it was not discussed in any forum and the Metro had only one day to consider the inputs. This goes to show that the ANC government sees public participation as a rubber stamp and does not take the community's needs into account.
