FF Plus takes problems with Mbombela’s executive council to Rules and Ethics Committee

Shortly after the FF Plus exposed the 496 unexecuted council decisions in the Mbombela Local Municipality, the municipal executive council is once again being exposed for its failure to adhere to standing council by-laws.

According to the standing orders, written questions to the mayor are supposed to be addressed before or during every ordinary council meeting.

There are currently 17 written questions and numerous oral questions by the FF Plus that have remained unanswered since January 2022.

The FF Plus sent an amendment document to the Rules and Ethics Committee, requesting that the council’s standing by-laws must be amended to ensure that all questions are answered within a period of 21 calendar days.

In terms of the current system, the deadline for written questions is three months. Mbombela is seriously affected by poor service delivery and incompetent councillors, and cannot function productively under the current system.

To date, questions posed to the Executive Mayor, Sibongile Makushe, the Municipal Manager, Wiseman Khumalo, and the Speaker, William Nkhata, as far back as January 2022 have still not been answered.

These written and oral questions relating to service delivery in various parts of the Municipality must be answered before the ordinary quarterly council meeting takes place. It is, however, not happening.

Examples of questions include the following pressing issues:

• White River’s water problems.
• Fines to residents who tamper with water and electricity meters.
• Water audits and continuous progress reports.
• The shortage of traffic control vehicles in Mbombela.
• Municipal parks and private plots that are not maintained, thus causing serious crime problems.
• The decrease in property values due to poor service delivery and criminal elements terrorising residents.

Replying promptly to questions ought to be part of the Municipality’s attempts to be accountable and transparent in dealing with taxpayers’ money and making decisions.

This lack of accountability by the ANC management undermines the council’s processes, and is to the detriment of every resident waiting for service delivery and change.
