FF Plus initiates campaign against controversial Mogale City council

The FF Plus is going to submit an urgent petition to the national Minister of Cooperative Governance and Traditional Affairs (COGTA), Dr Zweli Mkhize, to immediately intervene at the Mogaly City Local Municipality (Krugersdorp, Magaliesburg, Muldersdrift).

Ever since the 2016 local government elections, the Mogale City council has stirred up more and more controversy with obvious signs of maladministration, poor service delivery and general decline.

The alarm bells are ringing for Mogale City as it is starting to show similar signs as Emfuleni in the Vaal Triangle, which is currently under administration and where residents have to make do without water and electricity on a regular basis.

Mogale City's mayor, Mr Patrick Lepudi, was elected to his position on 28 June 2017 amid irregularities as he was acting as the chairperson of the city council during his own election. The current speaker was also elected amid similar irregularities.

Since 2016, the council has been functioning without proclaimed standing rules of order as is required by the South African Constitution. By implication, all the decisions taken by the council since the 2016 local government elections are, therefore, unlawful.

Gauteng's MEC for COGTA (Cooperative Governance and Traditional Affairs), Mr Uhuru Moiloa, has thus far failed in performing his oversight role as he has failed to rectify matters even after the FF Plus brought it to his attention. The party is busy preparing a complaint against the MEC, the mayor and the speaker in terms of violating the Executive Members' Ethics Act.

Various controversial land transactions and housing developments at, among others, Hekpoort and Tarlton as well as an unlawful attempt by the ANC speaker on 22 June 2018 to force a council decision in order to obtain an overdraft facility of R100 million characterise the mayor and speaker's unlawful way of doing things.

In June 2018, non-payment compelled Rand Water to reduce the water supply to Mogale City to 20% of its normal capacity.

The FF Plus requests Minister Mkhize to call the Gauteng MEC to order and to remove the unlawfully elected mayor and speaker from the Mogale City council.

The time has come for all the communities that are served by the Mogale City Council to join hands and prevent any further deterioration.
