Elsa Lourens is the mayoral candidate in Madibeng, an experienced councillor and representative on the Bojanala Platinum District Council. Her years of council work include financial oversight, integrated development, performance management and public participation. She completed the University of Pretoria’s Executive Leadership Programme for Municipal Development . Her further municipal training covers risk management, ethics, financial legislation and internal control. Elsa understands that council decisions have value only when implementation is measured and officials are held accountable. She brings determination and knowledge of local government to Madibeng’s recovery for residents.
“As mayoral candidate, I believe Madibeng does not need another plan that ends up on a shelf. We must establish a financial recovery and service-delivery control centre where every intervention has a responsible official, deadline, budget and proof of completion. The council should receive a monthly scorecard on cash flow, collection, major creditors, infrastructure faults and repairs. Office-bearers must provide oversight without hijacking administration or procurement. My experience teaches me that sustainable recovery in Madibeng begins when performance is measured, risks are identified and persistent failure is addressed with consequences.”
