The Tshwane Metro’s Mayoral Committee Member for Human Settlements, Aaron Maluleka, should be replaced at once.
This call by the Freedom Front Plus (VF Plus), during the last council meeting, follows a disturbing oversight report highlighting serious mismanagement, the squandering of funds and gross violations of the Municipal Finance Management Act (MFMA).
After ten months in office, Maluleka has failed to facilitate meaningful progress in the Department.
The period from July 2024 to June 2025 is marked by underspending of more than R500 million, project delays and a vacancy rate of 64%, which severely undermines the effectiveness of housing projects.
Key projects such as Refilwe Extension 10, Rama City and Winterveldt show a trend of systemic decline, as millions of rands are spent without tangible results.
Serious MFMA violations include:
• Irregular expenditure of R15,5 billion
• No consequence management following the termination of contracts
• Delayed payments to contractors
• Inaccurate financial statements
• Loss of R133 million in interest on debtors
• Widespread vandalism due to poor internal controls
These violations are not only legally problematic, but also morally unacceptable. Every rand wasted represents a child without water and a family without a safe home. Immediate intervention is needed to prevent further harm.
The Freedom Front Plus proposes the following steps:
• Comprehensive audit of all housing projects
• Blacklisting contractors that fail to complete projects
• Tabling consequence management reports to the Council on a monthly basis
• Filling vacancies for better project oversight
• Transparent public reporting on all allocations and expenditure
The Freedom Front Plus remains committed to restoring dignity, transparency and service delivery in the Tshwane Metro.
The party will keep the pressure on until every project is finalised and every resident has access to the housing and infrastructure they are entitled to.
