The Freedom Front Plus (VF Plus) is in possession of irrefutable evidence that the construction of 10 000 low-cost housing units is indeed part of the DA-controlled City of Cape Town’s planning for the Masiphumelele expansion in Fish Hoek.
This figure is detailed in the City’s draft Masiphumelele Local Spatial Development Framework (LSDF) which previously appeared on the City’s own website.
Last week, the Freedom Front Plus commented on the matter in a media statement: “VF Plus wants sustainable housing solutions for Cape Town – not overdevelopment to the detriment of taxpayers”.
A wave of public outrage sparked by the proposal has swept through Fish Hoek in recent weeks.
Following the Freedom Front Plus’s statement, Mr Eddie Andrews, the City’s Deputy Mayor and Mayoral Committee Member for Spatial Planning and Environment, denied the figure in a report in the Cape Argus (City of Cape Town denies plans for 10 000 low-cost housing units in Fish Hoek; 24 November 2025).
He said, among other things, “The claim that 10 000 low-cost housing units are planned for Fish Hoek is unfounded. This is a deliberate attempt to mislead residents.”
In the report, the Freedom Front Plus’s statement is condemned as “reckless and misleading fear-mongering.”
Ironically enough, Mr Andrews himself explicitly mentioned the figure of 10 000 in a report on the Fish Hoek expansion published on 17 August in the government publication SAnews (Have your say on Masiphumelele development plan).
He referred to, among other things: “Severe overcrowding (in Masiphumelele), high densities, and a growing backlog in social facilities and services provision.”
And added, “The estimated future housing need, for example, equates to over 10 000 units.”
In the Freedom Front Plus’s view, the intended meaning is crystal clear.
Meanwhile, the complete draft document (LSDF), which indicates the figure of 10 000 as part of the planning until 2035, has been removed from the City’s website. Members of the public have, however, made copies and the Freedom Front Plus also has the document in its possession.
Section 2 of the LSDF states, among other things:
The current estimated need for additional housing is ±6 000 (5 972) units, and with the expected continued rapid growth, an estimated further ±5 000 (4 907) units will be required by 2035. This represents a future housing need of more than 10 000 units.
But now Mr Andrews calls this information unfounded claims and a deliberate attempt to mislead residents.
The City’s response is a blatantly dishonest attempt at misleading the public about its official planning.
The residents of Fish Hoek, Kommetjie, Noordhoek, Sun Valley and surrounding areas deserve the truth – not intimidation, deception and public denials.
The Freedom Front Plus demands that all relevant documents be put back up on the City’s website, that the City publicly disclose exactly what is being planned and, most importantly, an honest dialogue with the community before any further steps are taken with the development.
