The FF Plus wants to encourage Tshwane residents to participate in the public participation process on a bylaw drafted by the Department of Roads and Transport concerning public and non-motorised transport.
The public participation process is important to ensure that the Metro’s transport structures meet the needs of current and future residents.
The objective of this process is twofold:
Firstly, to finalise the bylaw, which was originally drafted in 2015, by taking residents’ current needs into account and, secondly, to afford residents an opportunity to provide input regarding the regulations that impact them directly.
Some of the issues touched on in the revised strategy are:
• Road infrastructure and public transport: full-scale maintenance is needed.
• Environmental conservation: ensuring a safe, clean and sustainable environment is top priority.
• Health: a transport system which meets the needs of the community.
• Excellent service to the public: more accountability and transparency in the public sector.
• Modernisation: digital aids to improve transport services.
• Economic growth: a business-friendly transport sector needs to be created in order to promote job creation and development.
Even though the draft by-law was approved nine years ago already, the fact that it was never published in the Government Gazette means that the Metro is still saddled with an outdated regulatory framework. This has to be rectified.
Public participation remains the cornerstone of this process. Involving residents, transport operators and other interested parties will ensure that everyone’s interests are taken into account.
The FF Plus is of the opinion that more stringent law enforcement is needed. A bylaw without proper enforcement is useless. Therefore, the FF Plus supports:
• General law-enforcement processes, special investigations and prosecution.
• Visible policing and stringent measures.
• A demerit system for drivers and operators.
• Supervision and security monitoring at transport centres.
• Presence of law-enforcers on roads.
• Fines for operators who neglect to ensure safety and security.
• Strengthening law enforcement in the public transport sector.
• Better debt management, including attaching vehicles for non-payment.
The FF Plus encourages all residents and interested parties to actively participate in the process and contribute to the creation of a transport system that is safer, more efficient and truly representative of the people’s needs.
