Six hundred sheep, cattle and trucks possibly part of extensive corruption and fraud in North West to be investigated by PP

The FF Plus has requested the Public Protector (PP), Adv Busisiwe Mkhwebane, to investigate allegations of extensive corruption and fraud in which the North West Premier, Mr Supra Mahumapelo, is implicated.

Allegations in the media last week that cattle to the value of more than a million rand, which were bought with tax payers’ money, were donated to former President Jacob Zuma constitute only a small part of the supposed fraud. The allegations about the cattle are currently being investigated by the Hawks.

From information that the FF Plus obtained, it can be gleaned that tender fraud lies at the root of the matter and there are allegations that certain tenders, which were awarded since 2014 by the Department of Agriculture in the North West to the agricultural training company Agridelight, have lead to the following alleged cases of corruption:

• Former President Jacob Zuma allegedly received 25 Bonsmara cows and one bull amounting to R525 000.00 on 29 October 2016 from Agridelight, the livestock was supposedly delivered to Nkandla.

• Agridelight apparently provided funds to the premier, Mr Supra Mahumapelo, to obtain the franchise of two MacDonalds in Mafikeng. The franchises appear to be in the name of the premier’s wife.

• Agridelight allegedly supplied finances for ten 34-ton trucks for Mr Mahumapelo’s transport business as well as for his Hi-Q Tyres business in Mafikeng.

• Six hundred Merino sheep were reportedly delivered to Mr Mahumapelo’s farm in the Delareyville district in the North West.

• The MEC for Agriculture in the North West, Ms Manketsi Tlhape, allegedly received 60 Bonsmara cows and two bulls from Agridelight. She also obtained the business Romans Pizza in Mafikeng and received an operation on her nose (cosmetic) – both apparently paid for by Agridelight.

• In 2014/15, the then director of Agri Business Development, Mr Thebe Muthusi, bought the Amarula Club in Klerksdorp – a transaction apparently financed by Agridelight. He reportedly also received R3 million for a citrus press machine for a citrus factory plant near Koster.
Agridelight allegedly received R25 million to perform a feasibility study for the construction of a race course in Rustenburg, similar to the Greyville race course in Durban, but thus far nothing has materialised.
