The Minister of Rural Development and Land Reform, Maite Nkoana-Mashabane, has the right to proceed with land reform within the provisions of the Constitution and does not have to wait for the recommendations of the constitutional review committee.
According to a media report in the City Press, Minister Nkoana-Mashabane said that she is prepared to use clauses already in the Constitution to expropriate land.
The Minister is still new to her position and will learn in time that it is not necessary to expropriate land seeing as the government already has more than 4000 farms in its possession that can be used to establish black farmers. Expropriation is a legal process that will cost the tax payer a lot of money, so the minister will be wasting money if she wants to expropriate.
The land obtained by the government since 1994 by means of the land reform programme as well as the land of the many failed projects that were supposed to establish black farmers must first be used to accommodate emerging black farmers that are determined to make a success of their undertaking.
If the minister follows these steps, she will realise that it is totally unnecessary to expropriate land and that will save tax payers a lot of money.
