The appearance of Stanley Khanyile, municipal manager of the Sedibeng District Municipality, before the King William’s Town Magistrate's Court on charges of fraud, theft and money laundering comes as no surprise to the FF Plus because the Gauteng Legislature is also busy conducting an investigation into alleged irregularities at the District Municipality.
Khanyile and two others are facing charges of fraud, money laundering and theft amounting to more that R29 million while he was serving as the head of the Department of Development in the Eastern Cape. He and the co-accused are due to appear before the court again in October.
The Gauteng MEC for Cooperative Governance and Traditional Affairs (COGTA), Lebogang Maile, recently requested an investigation into the Sedibeng District Municipality (which includes the Local Municipalities of Emfuleni, Midvaal and Lesedi) as well as its municipal manager.
Adv William Mokhari was appointed by COGTA to investigate the irregularities of corruption, maladministration, financial mismanagement and nepotism allegedly committed by Khanyile and the Sedibeng District Municipality.
Among other things, the investigation aims to determine whether:
• Khanyile forged his wife's signature when purchasing a R5 million house;
• He earned more than his agreed-upon salary;
• Sindiswa Mpeta was irregularly appointed as the director of the Office of the Municipal Manager after she was dismissed by the Mnquma Municipality in the Eastern Cape due to fraud and corruption;
• Municipal workers were irregularly appointed;
• Nepotism occurred with the allocation of bursaries.
Khanyile's appointment as municipal manager serves as proof of the ANC's cadre deployment because an individual guilty of mismanagement and / or corruption was awarded with yet another position in a government department or in this case, a municipality.
The FF Plus recently asked the Legislature Committee on COGTA for an internal audit of the Municipalities of Emfuleni, Mogale City, Merafong and the Tshwane Metro Council.
The party will not hesitate to investigate municipalities that underperform so as to expose irregularities. Taxpayers' money may no longer be wasted and must instead be used to benefit all residents.
