Budget vote debate in the Free State Legislature on the Free State Department of Cooperative Governance and Traditional Affairs (COGTA) – Day Zero for service delivery looms for Free State

While the ANC in the Free State refuses to consider constructive criticism and yet expects the opposition to come up with solutions, Free State municipalities are in serious trouble. As the ruling party, it is the ANC's responsibility to find solutions for the problems faced by Free State municipalities.

The ruling party does not want to be reminded of its failures in the province, but its plans are simply not working.

The ANC chooses to ignore the following:

• The bailiff's seizure of the Mafube Local Municipality's bank accounts due to non-payment.
• Vehicles in the Mathjabeng Local Municipality region that are stuck in potholes as large as cars.
• The availability of water in Brandfort, which seems to be more of an exception than the rule.
• Mayors requesting that their municipal accounts that are in arrears must be written off and that the ANC council must approve it.
• The Mangaung Metro Municipality's audit once again worsened over the last financial year. The Metro also experienced problems with water for the umpteenth time last weekend.

The FF Plus does offer solutions, but the ANC does not have the political ear to listen to feasible suggestions.

The provincial government cannot just step in and intervene at municipalities. South Africa's Constitution determines that municipalities must be independent service delivery entities.

And yet the ANC leadership in the Free State Legislature does have the power to apply political pressure.

It, however, does not happen and thus Day Zero for service delivery in Free State municipalities is upon us.

If the ANC does not take action against incompetent and corrupt officials, Free State municipalities cannot be turned around. The ANC's policy of nepotism remains the biggest cause of struggling municipalities.
