ANC’s incompetence has caused the willing buyer / willing seller system to fail

The incompetence of the ANC government and its official has caused the principle of willing buyer / willing seller to fail, Dr. Pieter Groenewald, the FF Plus’ parliamentary spokesperson on land reform says.

Dr. Groenewald said today during the second reading debate on the Property Valuations Bill that this proposed Bill is an attempt by the ANC to cover up its own incompetence.

“The first ANC minister who dealt with land reform, Derek Hanekom, said in April last year that if government says that the principle does not work, then it is their own fault. And that is the truth.

“You now want to use a different principle due to the incompetence of officials who did not do their work. You are looking for a scape goat for the failure of the system. You want to be popular. The FF Plus will not support the Bill.

“Last week it was said that land reform is like an elephant which has to be eaten one bite at a time. The valuer general is part of that eating one bite at a time,” Dr. Groenewald said.

He said that it threatens property rights in South Africa and that millions of rand which will be used to establish the office of the valuer general could rather have been used to financially assist black emerging farmers so that they ca make a success of their farms.

“This is merely the start and the people of South Africa should take note that the value of property in South Africa will be declining.

“I hope that property taxes will be adjusted accordingly. You will be restricting the economy and make lawyers rich from the court cases they will be dealing with which will arise from this legislation.

“If there is one piece of legislation which will set the red lights flickering, it is this Bill about the valuer general because it is wrongly believed that the principle of willing buyer / willing seller does not work.

“You are wrong. Just do your jobs, then you will get proper land reform in South Africa,” Dr. Groenewald said.
