The Tshwane Metro’s proposed policy framework for the remuneration of members of the Metro’s Valuation Appeal Board is flawed, a mere formality, and unacceptable.
Critical aspects, such as the number of members to be appointed and which boards will be established in the Council, which is already under financial strain, are not specified.
The report should not be approved until greater clarity is provided on these matters.
The report contains no information on safeguards to prevent abuse of the system, nor details about the approval of travel allowances, research time or regular reporting to the Council.
Financial discipline is not just about controlling what is spent, but also about choosing not to spend until all the relevant facts are disclosed and verified.
Approving a policy without comprehensive cost calculations, staffing plans and reporting mechanisms would be the same as writing a blank cheque at the expense of the Metro’s residents.
