In its most recent cost framework, the AbaQulusi Local Municipality in KwaZulu-Natal (Louwsburg, Vryheid) earmarked R1,3 million for the planning process of the Integrated Development Plan (IDP). The Freedom Front Plus (VF Plus) strongly opposes this exorbitant expenditure.
The estimated costs for the planning process, as indicated in the 2026/27 budget, include R50 000 for advertising, R1 million for public consultation and R250 000 for strategic planning sessions, which involve the Management Committee and Executive Committee.
While public participation and strategic alignment are essential components of good governance, the scale of these estimated costs raises serious questions about value for money and fiscal responsibility, particularly in a municipality that is struggling to maintain acceptable standards of service delivery.
It is essential to ensure transparency with regard to how the R1 million earmarked for public meetings is spent, as the amount appears excessively high. The costs for venues, logistics, refreshments and external facilitation fees should be clearly itemised.
Furthermore, the Municipality’s IDP document indicates that the IDP planning process will be internally facilitated. If this is the case, reasons should be provided as to why R250 000 is required, given that those involved are already remunerated by the Council.
The communities of AbaQulusi are grappling with poor infrastructure, water shortages and inadequate sanitation. So, such exorbitant administrative costs hardly seem justifiable.
The Freedom Front Plus insists that the Council provide a comprehensive and transparent breakdown of all IDP-related expenses. The necessity and scale of each budget item must be weighed against service delivery needs.
Good governance requires that every rand spent should translate to measurable value for the community. AbaQulusi residents have the right to question any expenses that seem exorbitant or disproportionate.
If incurring these costs would guarantee active public participation in the process, it may be viewed in a different light; but it is unacceptable to squander such large amounts on internal processes.
