There must be a register for unauthorised, irregular, wasteful expenditure, investigations, disciplinary matters and civil recovery. Every matter needs a responsible official, lawful process and deadline. Where losses can be recovered, the municipality must act; where crime is suspected, proper referral must follow. My legal background taught me that fairness requires both thorough facts and consistent action. Accountability must work preventively and stop repetition, not merely be discussed after harm has occurred.”
