COUNCILLOR

THE DUTIES OF A COUNCILLOR

  • To represent the residents of the municipality and cooperate with other council members in the best interest of the community;

  • To communicate the needs of the community to the municipal council and to communicate the council processes to the community;

  • To prepare for and attend board meetings and committee meetings;

  • To monitor the performance of the municipality;

  • To report service delivery problems to the relevant authorities and give feedback on the municipality’s performance;

  • To follow the code of conduct which involves not disclosing information to people who can unfairly benefit from it; and

  • To hold municipal officials accountable.

THE ROLE OF LOCAL GOVERNMENT ACCORDING TO THE CONSTITUTION

Article 152 of the South African Constitution states the following regarding Local Authorities:

  1. The purposes of local government are:
    (a) to provide democratic and accountable government for local communities;
    (b) to ensure that services are provided to communities in a sustainable manner;
    (c) to promote social and economic development;
    (d) to promote a safe and healthy environment; and
    (e) to encourage the involvement of communities and community organizations in local government affairs.

WARD AND PROPORTIONAL COUNCILLORS

What is the difference between a ward councilor and a proportional councillor?
There are two types of councillors: Ward and Proportional councillors.

All local and metropolitan municipalities are divided into wards. A ward councilor represents a specific ward on the municipal council. The candidate who gets the most votes in the ward in an election is the winner and then becomes the ward councillor. A ward councilor serves as the chairman of the relevant ward committee.

Proportional councilors represent a political party on the municipal council and are elected through the system of “proportional representation”. In this system, the political party nominates its candidates for the party list. The number of votes a party receives determines the number of candidates a political party will have.
