The Freedom Front Plus (VF Plus), together with local landowners and residents of Moorreesburg, formally lodged an objection against the proposed rezoning of several erven in Hooikraal for the construction of a solar farm, battery energy storage system and data centre.
The application is to rezone the relevant erven from residential properties to a special zone.
The community is strongly opposed to the proposed development and is of the view that the general public interest should take precedence over the commercial interests of the applicant, the B & S Trust.
Hooikraal comprises an important part of Moorreesburg’s history and heritage. The area’s roots date back to 1839, and it is characterised by an established agricultural community and a strong culture of faith and community.
Residents are concerned that the proposed rezoning could open the door to large-scale industrial development that will irreversibly alter the area’s rural character.
The proposed data centre is a particular cause for concern. According to the applicant’s own motivational report, the properties in question are undeveloped and at a high risk for flooding, as they are situated within the 1:50-year flood line.
Although the applicant argues that the land is not suitable for agricultural activities or housing due to the flood risk, it is simultaneously deemed suitable for the construction of a data centre, battery storage facilities and solar infrastructure.
This raises serious questions about the long-term sustainability, safety and environmental impact of the proposed development.
In addition, residents are concerned about the possible consequences of 24-hour industrial operations, increased traffic, noise pollution and the impact this could have on the peaceful rural living environment. The development could also disrupt existing agricultural operations and livestock farming in the vicinity.
In terms of section 24 of the Constitution, every person has the right to live and work in an environment that is not harmful to their health and wellbeing. Therefore, the Freedom Front Plus insists on a comprehensive environmental impact study, as well as a transparent and proper public participation process, before a final decision is taken regarding the proposed development.
If the Swartland Municipality’s Planning Tribunal cannot prove that the development serves the public interest and that all risks have been adequately considered and addressed, the application should be denied.
The relevant erven should retain their current residential character, and Hooikraal’s unique rural heritage and way of life should be conserved for present and future generations.
