Dit sal dienslewering nog verder verswak en Emfuleni op die rand van &#8216;n totale finansi\u00eble ineenstorting bring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Die VF Plus het die munisipaliteit reeds herhaaldelik gewaarsku dat finansi\u00eble dissipline herstel, korrupsie uitgeskakel en wanbestuur dringend uitgeroei moet word.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Die NT het dit duidelik gestel dat drastiese stappe nodig is om verdere staatsbefondsing te verseker:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 Emfuleni moet teen 30 September vanjaar sy totale onre\u00eblmatige, ongemagtigde, vrugtelose en verkwistende uitgawes met ten minste 25% verminder.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 &#8216;n Funksionele dissiplin\u00eare raad moet aangestel word om finansi\u00eble wangedrag te ondersoek. Verantwoordelike amptenare moet dissiplin\u00ear aangespreek word en siviele invorderings sowel as strafregtelike sake moet waar nodig geopen word.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 Die munisipaliteit word verplig om bindende afbetalingsooreenkomste met groot krediteure soos Eskom, Rand Water, Sars en pensioenfondse te sluit. Emfuleni het in die verlede gereeld sulke ooreenkomste verbreek, wat die skuldlas net vererger het. Dit terwyl die munisipaliteit se bankrekening tans steeds deur Rand Water gevries is en slegs vir salarisse en kontrakteurs gebruik mag word.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 Die burgemeester, Hassan Mako, moet &#8216;n skriftelike onderneming gee dat Emfuleni nooit weer &#8216;n onbefondsde begroting sal indien of goedkeur nie. Die raad het vanjaar reeds sy sewende opeenvolgende onbefondsde begroting goedgekeur.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Die VF Plus het die burgemeester reeds dringend versoek om aan die NT se vereistes te voldoen. Emfuleni het hierdie staatsfondse bitter nodig om behoeftige gesinne te help en basiese dienste te lewer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Die tyd het aangebreek vir &#8216;n nuwe regering om die Emfuleni-munisipaliteit oor te neem &#8211; &#8216;n regering wat vry is van korrupsie en wanbestuur en wat die belange van sy inwoners eerste stel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stem VF Plus op 4 November om die party te ondersteun om Emfuleni van &#8216;n finansi\u00eble afgrond te red.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Die nasionale tesourie (NT) se besluit om \u2019n gedeelte van Julie se gelykberegtigingstoelae aan die Emfuleni-plaaslike munisipaliteit (Evaton, Sebokeng, Vaal Oewer, Vanderbijlpark, Vereeniging) terug te hou, plaas die munisipaliteit nou onder streng finansi\u00eble toesig.
