Die munisipale bestuurder van die Emfuleni-plaaslike munisipaliteit, mnr. April Ntuli, het Dinsdag namens die munisipaliteit in die Vereeniging-landdroshof verskyn op vyf aanklagte wat verband hou met oortredings van die Nasionale Omgewingsbestuurswet, die Waterwet en ernstige besoedeling van die omgewing.<\/p>\n\n\n\n

Die VF Plus het reeds in 2018 ondersoek ingestel toe die rioolstelsel weens swak instandhouding in duie gestort het. Onverwerkte riool het in strate, deur huise en \u2019n begraafplaas tot in die Vaalrivier gevloei.<\/p>\n\n\n\n

Die VF Plus het die raad destyds gewaarsku dat dit \u2019n ernstige gesondheidsrisiko inhou, maar die waarskuwing is ge\u00efgnoreer.<\/p>\n\n\n\n

In Mei 2020 het die VF Plus \u2019n klag by die Groen Skerpioene ingedien, asook strafregtelike klagte teen die destydse administrateur en Ntuli, wat hom opgevolg het.<\/p>\n\n\n\n

Die saak is ook aan die menseregtekommissie (MRK) voorgel\u00ea, waarna die MRK die Vaalrivier as \u2019n menseregteskending verklaar het.<\/p>\n\n\n\n

Die Nasionale Vervolgingsgesag (NVG) het \u2019n klagstaat opgestel wat die volgende insluit:<\/p>\n\n\n\n

    \n
  1. Oortreding van die Nasionale Omgewingsbestuurswet: tussen April 2018 en April 2024 het verskeie pompstasies (16, 10, 8, 6, 5 en 38) onwettig riool in die Vaalrivier gestort.<\/li>\n\n\n\n
  2. Oortreding van die Waterwet: die Rietvlei-watersuiweringsaanleg het tussen September 2018 en Augustus 2019 meer as die toegelate afvalwater vrygelaat.<\/li>\n\n\n\n
  3. Die Sebokeng-watersuiweringsaanleg het gedurende dieselfde tydperk die voorwaardes van sy watergebruikslisensies verontagsaam.<\/li>\n\n\n\n
  4. Die Leeukuil-watersuiweringsaanleg in Vereeniging het nie aan sy lisensie voldoen nie en afvalwater onwettig vrygelaat.<\/li>\n\n\n\n
  5. Beduidende besoedeling is weens nalatigheid veroorsaak vanaf April 2018 tot 2024 by die Leeukuil- en Roetspruit-aanlegte, sowel as pompstasies 16, 10, 8 en 5.<\/li>\n<\/ol>\n\n\n\n

    Die NVG het aangedui dat bykomende klagte nog bygevoeg kan word. Die saak is tot 4 Mei uitgestel.<\/p>\n\n\n\n

    Die VF Plus beskou hierdie saak as \u2019n oorwinning vir gemeenskapsbelange en \u2019n duidelike boodskap dat die party sy oorsigrol ernstig opneem.<\/p>\n\n\n\n

    Die munisipaliteit moet tot verantwoording geroep word vir die gebrek aan instandhouding van kritieke infrastruktuur en vir die verontagsaming van die Vaalrivier se beskerming teen besoedeling.<\/p>\n","protected":false},"excerpt":{"rendered":"
