Die minister van finansies se ontduiking van indringende geskrewe vrae van die VF Plus oor die vertragings wat talle besighede ervaar met die terugbetaling van BTW, laat ernstige vrae ontstaan oor die bedreiging wat staatskaping ook vir die Suid-Afrikaanse Inkomstediens (SAID) inhou, sê adv. Anton Alberts, die VF Plus se parlementêre woordvoerder oor finansies.<\/p>\n
Adv. Alberts sê geen vraag van die VF Plus is beantwoord nie, en dit is omseil deur te sê die belastingombud is tans besig om die aangeleentheid te ondersoek. (Sien die vrae en antwoorde hierby aangeheg).<\/p>\n
“Hierdie antwoord en die versuim om antwoorde op die VF Plus se vrae te verskaf is aanduidend van ‘n baie kommerwekkende situasie wat tans in die SAID bestaan. Dit is veelseggend en laat die rooi ligte flikker.<\/p>\n
“Die ekonomie steier tans weens die staatskaping van die tesourie deur die Guptas en die talle klein besighede landwyd hou die ekonomie aan die gang as grootskaalse werkskepper. Nou blyk dit dat die SAID ook ‘n reuse aandeel het aan die vernietiging van kleinsake weens die terughou van BTW wat regtens aan hulle verskuldig is.<\/p>\n
“Die VF Plus gaan die Ombud vra dat ‘n ondersoek gedoen word oor hoeveel besighede hierdeur geraak word, hoeveel werknemers afgelê is en hoeveel ondernemings uiteindelik hul deure weens die situasie moes sluit,” sê adv. Alberts.<\/p>\n

With reference to the collection of tax and value-added tax (VAT) by the SA Revenue Service (SARS), (a) what is the number of VAT refunds for the (i) five most recent tax years and (ii) current tax year that have not yet been made or that have in fact been made but were made late, and that were owed by SARS, (b) what is the number of VAT refunds, expressed as (i) a number and (ii) a percentage of the total, that have not yet been made or that were made late in each specified tax year, (c) what are the reasons for any refunds that were made late or were not made, and (d) what is the number of persons to whom VAT refunds were owed and audited by SARS, expressed as (i) a number and (ii) a percentage of the number, in relation to those persons to whom VAT refunds were not owed?NW1519E<\/p>\n

The OTO announced earlier this year that they will be launching an investigation with regards to the refund processes administered by SARS to better understand the challenges, risks and complexity associated with the process. The investigation is currently underway and SARS is committed to working with the OTO to give them the required insight into the process so that they will be able to satisfactorily give feedback to the public on their findings.<\/p>\n
SARS would want the current investigation underway to first be concluded before additional responses to the topic at hand is made as this stage.<\/p>\n
