Dit lei tot gereelde onderbrekings in noodsaaklike dienste soos kraglewering weens die feit dat munisipaliteite nie kan bybly met betalings aan diensverskaffers soos Eskom nie.<\/p>\n<p>Die redes vir munisipaliteite se finansi&#xEB;le probleme is legio, vanaf wanbestuur en korrupsie, tot gebrekkige invordering van dienste en huurgelde. Provinsiale regeringsdepartemente versuim ook gereeld om hul munisipale rekenings tydig te vereffen.<\/p>\n<p>As groot verbruikers dra die provinsiale regering dus direk by tot die kontantvloeikrisis en ineenstorting van dienste by munisipaliteite. In sommige gevalle beloop hierdie agterstallige skuld reeds etlike miljoene rand.
