Dit is niks anders nie as &#8216;n instrument om grondgrype deur die regering te wettig,&#x201D; s&#xEA; dr. Pieter Groenewald, hoofwoordvoerder van grondhervorming vir die Vryheidsfront Plus.<\/p>\n<p>&#x201C;Zuma het reeds in 2015, met die ANC se 103de verjaarsdagvieringe in Kaapstad (Januarie), ges&#xEA; die beginsel van &#x2018;vrywillige koper-verkoper&#x2019; vertraag en veroorsaak dat grondhervorming misluk. Hy het toe belowe die ANC sal &#8216;n onteieningswet goedkeur wat binne wetlike bepalings grondhervorming sal bespoedig.<\/p>\n<p>&#x201C;Dit is onwaar dat die beginsel van &#x2018;vrywillige koper-verkoper&#x2019; die oorsaak is vir die mislukking van grondhervorming, maar wel die onbevoegdheid en korrupsie van amptenare.<\/p>\n<p>&#x201C;Die omskrywing van &#x2018;eiendom&#x2019; in die wetsontwerp is dieselfde soos gestel in art. 25(4)(b) van die grondwet en is nie beperk tot grond nie. Dit beteken ook roerende eiendom kan onteien word. Hoewel daar ook voorsiening gemaak word dat die onteieningsowerheid (staat), in die geval van &#8216;n prysgeskil met die eienaar, die saak na die howe sal verwys, sal min eienaars die geld h&#xEA; om na die hof te gaan.
