Verlede jaar is R719 miljoen beraam. Die munisipaliteit was nie daartoe in staat om hierdie inkomste werklik in te vorder nie. Die beraamde inkomste is dus onrealisties.<\/p>\n<p>Die begroting is op &#x2018;n vergadering van die raad, wat meer soos &#x2018;n glansgeleentheid was, op die plein in Clarens voorgel&#xEA; vir goedkeuring.<\/p>\n<p>Die geleenthied, wat die belastingbetalers van Dihlabeng etlike duisende rande uit die sak gejaag het, was bloot &#x2018;n verskoning vir die ANC om sowat 3000 gemeenskapslede wat die geleentheid bygewoon het te trakteer met die oog op die komende algemene verkiesing.<\/p>\n<p>Die styging in die geallokeerde begroting van die burgemeester se portefeulje van R16 miljoen na R49 miljoen laat ook vele vrae ontstaan, juis omdat die begrote bedrag vir hierdie portefeulje voor die algemene verkiesing so drasties aangepas is.<\/p>\n<p>Die salarisrekening vir die munisipaliteit beslaan &#x2018;n buitensporige 35% van die totale begroting. Dit laat slegs 65% vir infrastruktuur, bedryfsuitgawes, toerusting en ander noodsaaklike items op die begroting.<\/p>\n<p>Die Munisipale Finansi&#x451;le Bestuurswet (MFMA) bepaal dat &#x2018;n munisipaliteit se begroting &#x2018;n realistiese weerspie&#x451;ling van die munisipaliteit se finansi&#x451;le posisie en die plan vorentoe moet wees.
