"Die VF Plus verwelkom pres. Cyril Ramaphosa se aankondiging dat die gewysigde Wet op Politieke Partybefondsing op 1 April 2021 af in werking sal tree. Die VF Plus het ‘n leidende rol daarin gespeel om dit te bewerkstellig," sê dr. Pieter Groenewald, VF Plus-leier.<\/p>\n

"Die veranderinge was nodig om deursigtigheid te bevorder wat die befondsing van politieke partye aanbetref. Veral skenkings van onbekende donateurs was ‘n teelaarde vir korrupsie.<\/p>\n

"Die VF Plus het nog voordat die ANC met die proses begin het om die wet te verander gesê hy is bereid om Grondwethof toe te gaan indien dit nie sou gebeur nie.<\/p>\n

"Organisasies soos My Vote Counts het hul stem in hierdie verband by dié van die VF Plus gevoeg.<\/p>\n

"Kiesers het die reg om te weet wie gee hoeveel geld vir die regerende party aangesien skenkings gesien kan word as omkoopgeld om staatstenders te bekom.<\/p>\n

"Daarbenewens was die toedeling van fondse in wetgewers (nasionaal en provinsiaal) onbillik en nie in ooreenstemming met Artikel 236 van die Grondwet nie.<\/p>\n

"Hierdie artikel bepaal dat fondse aan politieke partye op ‘n gelyke en proporsionele grondslag verdeel moet word. Die ANC het die wet egter so geskryf dat net 10% van die fondse gelykop verdeel is en 90% proporsioneel.<\/p>\n

"Dit het beteken dat die ANC meer as 80% van die fondse gekry het wat hom eensydig bevoordeel het. Die belastingbetaler het sodoende effektiewelik betaal om ‘n korrupte regering se verkiesingstryd te finansier om hom in beheer te hou.<\/p>\n

"Die president spog nou dat die nuwe wet deursigtigheid sal verseker, maar die vraag is waarom hy dan langer as ‘n jaar gesloer het om dit te onderteken. Die VF Plus het reeds sedert einde 2018 druk op die president geplaas, onder meer met parlementêre vrae, oor waarom hy dit nie teken nie."<\/em><\/strong><\/h3>\n

 <\/p>\n

"Die antwoord was vaag en het daarop neergekom dat die regulasies vir die wet nie in plek was nie.<\/p>\n

"Ingevolge die nuwe model word een derde van die fondse nou gelykop verdeel en die res proporsioneel. Die ideaal sou ‘n gelykop-verdeling (50\/50) wees, maar daar is nou groter billikheid en die belangrikste is dat die proses deursigtigtigheid bevorder.<\/p>\n

"Skenkers kan steeds geld aan politieke partye skenk, maar enige bedrag bo R100 000 moet verklaar word en skenkings van buitelandse instellings of regerings is nie meer toelaatbaar nie.<\/p>\n

"Daar is vir die eerste keer ook ‘n sentrale fonds waarin maatskappye geld kan deponeer wat op dieselfde grondslag as die nuwe verdelingsmodel toegeken sal word.<\/p>\n

"Die VF Plus is tevrede dat die leiding wat hy in hierdie aangeleentheid geneem het en die druk wat hy oor ‘n lang tydperk toegepas het, daartoe bygedra het dat die wet gewysig is tot voordeel van alle kiesers in Suid-Afrika.<\/p>\n

"Die party sal die situasie monitor om seker te maak daar word uitvoering gegee aan die veranderde bepalings van die wet," sê Groenewald.<\/p>\n","protected":false},"excerpt":{"rendered":"
