"Suid-Afrika se Grondwet bepaal dat die nasionale regering munisipaliteite moet help om hul funksies na behore uit te voer. Tog is munisipaliteite onder ANC-beheer in ‘n totale verknorsing wat wys dat die verantwoordelike departement nie in staat is om sy grondwetlike plig na te kom nie," sê Michal Groenewald, VF Plus-LP en hoofwoordvoerder van samewerkende regering.<\/p>\n

"Die departement van samewerkende regering en tradisionele sake (CoGTA) het onlangs nie eens 'n jaarverslag gereed gehad nie wat onteenseglik dui op sy onbevoegdheid. Dan moet dit geen verrassing wees dat munisipaliteite onder sy beheer chaoties en bankrot is nie.<\/p>\n

 <\/p>\n

"Daar heers ‘n totale gebrek aan aanspreeklikheid en argeloosheid onder sommige amptenare, selfs onder dié met prestasiekontrakte. Tog is die ANC nie bereid om standpunt in te neem en die kwessie aan te spreek deur sulke amptenare af te dank nie aangesien hulle lede is van die ANC."<\/strong><\/em><\/h3>\n

 <\/p>\n

"Die situasie is presies dieselfde by munisipaliteite waar feitlik geen aanspreeklikheid bestaan nie en waar vakbonde die situasie vererger. Selfs die ouditeur-generaal (OG) wys daarop dat die politieke wil by munisipaliteite ontbreek om teen onbevoegde amptenare op te tree.<\/p>\n

"Munisipaliteite se funksionaliteit is op sy laagste in die afgelope 25 jaar weens verskeie redes soos swak bestuur, wanadministrasie en korrupsie. Dit wil voorkom of patronaatskap van die ANC ‘n lisensie geword het om te plunder en te steel sonder gevolge.<\/p>\n

 <\/p>\n

"Die ANC kan dit net verkeerd bewys deur ontslae te raak van amptenare op alle vlakke van regering wat nie voldoen aan hul prestasiekontrakte nie en veral op plekke waar ‘n duidelike agteruitgang in dienslewering is, soos Emfuleni."<\/strong><\/em><\/h3>\n

"Die ANC is dit verskuldig aan die belastingbetalers van Suid Afrika en die VF Plus sal onverpoos voortgaan om te veg teen die agteruitgang van munisipaliteite," sê Groenewald.<\/p>\n","protected":false},"excerpt":{"rendered":"
