"Die ANC speel los en vas met wetgewing en dit benadeel munisipale sake.  ‘n Spesiale vergadering van die Mangaung-metro-munisipaliteit (Bloemfontein, Dewetsdorp, Van Stadensrus, Botshabelo, Thaba Nchu) is verlede Vrydag op ‘n slinkse manier deur die ANC omseil," sê Devar Smit, VF Plus-raadslid in Mangaung.<\/p>\n

Die vergadering waartydens die metro se kapitaalbegroting aan die raad voorgelê moes word, is vir sewe dae uitgestel, ten spyte van die feit dat die begroting voor of op 31 Maart voor die raad moet dien.<\/p>\n

Smit sê die onbeholpe ANC was soos gewoonlik nie voorbereid vir die voorlegging van die kapitaalbegroting nie en het die bepaling in die Munisipale Finansiële Bestuurswet omseil deur die burgemeester toe te laat om die begroting ter tafel te lê, waarna daar dadelik vir uitstel gevra is. <\/p>\n

Die begroting is dus vir doeleindes van die wet ter tafel gelê, maar is glad nie oorweeg deur die raad nie.  Dit vertraag die ganse begrotingsproses en gevolglik kapitale projekte en dienslewering.<\/p>\n

Die VF Plus het ‘n skrywe aan nasionale tesourie gerig met betrekking tot die feit dat begrotings in die Mangaung-metro nie binne tyd dien en afgehandel word<\/strong><\/em><\/h3>\n

 <\/p>\n

"Soos gewoonlik is dokumente vir die vergadering ook in teenstelling met die bepalings in die staande reëls en ordes van die raad laat afgelewer.<\/p>\n

"Dit is nie die eerste keer wat wetgewing op ‘n slinkse wyse deur die ANC omseil word nie, trouens dit het sedert die begin van die huidige termyn in 2016 elke jaar gebeur waar die kapitaalbegroting voor of op 31 Maart oorweeg moet word.<\/p>\n

"Dit is onaanvaarbaar dat die ANC los en vas speel met wetgewing.  Dit is ‘n vermorsing van tyd, hulpbronne en belastingbetalers se geld.<\/p>\n
